Victoria has recorded no new local COVID-19 cases for the third straight day.
There were 20,723 test results received on Monday, and 18,597 doses of vaccine were administered at state-run sites.
Residents of a Southbank apartment complex at the centre of an outbreak will start to be released from quarantine on Tuesday.
The building went into hard lockdown two weeks ago after two residents living in separate apartments tested positive to the virus.
